Next Steps for Cyber Norms in ASEAN

Synopsis
ASEAN has appointed Singapore to propose a mechanism to enhance ASEAN cyber coordination, and has also agreed in principle to certain voluntary norms of behaviour in cyberspace. This choice of norms gives clarity to the region’s direction, especially while international discussions have stalled.

Cyber Deterrence in Singapore: Framework & Recommendations

Abstract
As a small state, Singapore’s ability to create deterrence against cyberattacks is very limited. There is limited value in pursuing classic deterrence through denial and punishment because: (i) technology is relatively cheap and widely available; (ii) there is difficulty in accurately attributing blame; and (iii) there is difficulty in identifying and punishing attackers. If there is no detection or ability to punish, Singapore’s credibility suffers.

Cyber Cooperation for ASEAN: Smoother Ride on Track II?

The recently-concluded ASEAN Summit in Singapore called for the promotion of secure and resilient information and communications technologies (ICT) infrastructure. It noted that this can contribute to regional security and stability. The inability of a United Nations Group of Experts to produce a consensus report on setting norms of behaviour in cyberspace seems to have brought norm development to a temporary halt. The growing digitalised world needs proper rules of engagement among states. ASEAN should not wait for others to set norms for the world to follow.
